While not mandatory, liability insurance for cycling is highly recommended. In Japan, the larger vehicle assumes much of the risk in accident situations. So, if a cyclist has an accident with smaller vehicle or pedestrian, they can be held liable for personal and property damages. With the crowded conditions on our small roads and mutual use trails, this is more and more a common problem
